1. Job title: Monitoring, Evaluation, Accountability and Learning Officer

Location: Ebonyi State

Duration: One year with possibility of extension depending on funding and performance

Reporting to: Executive Director, Essential Health Network for Rural Dwellers (EHNRD)

 

Overview: Essential Health Network for Rural Dwellers (EHNRD) is a non-governmental organization (NGO) committed to ensuring better health of people, sustainable environment and better community through awareness creation, equity, participation and inclusiveness. EHNRD is one of the three “local” NGOs in Nigeria in implementing the USAID funded Momentum Country and Global Leadership (MCGL) Project aimed at preventing consequences of violence against women and girls and possible drivers of child early and forced marriage (CEFM), Intimate partner violence (IPV), Sexual Violence (SV), and Family Planning (FP). EHNRD leads the Social Norms Exploration Tool (SNET) component of the MCGL project in three LGAs on Ebonyi State. EHNRD seeks to recruit a suitably qualified Monitoring & Evaluation Officer who will be in charge of the performance monitoring and evaluation portfolio, as well as ensure improvement in a robust data management and delivery of services. The successful candidate will also perform other roles as assigned by the Executive Director.

 

Overall Responsibility: To support a culture and practice of reliable planning, monitoring, evaluation, accountability and reporting including developing, updating and coordinating monitoring and evaluation (M&E) activities within EHNRD Programme

Specific Responsibilities:

  • Develop M&E plans and ensure follow up during implementation
  • Carry out data quality assessments on agreed indicators to guide decision making
  • Build capacity of EHNRD staff, network members and partners in M&E, and promoting MEAL knowledge transfer internally and externally
  • Develop and roll-out program performance tools for effective program delivery
  • Assist technical officers in the MEAL aspect of their respective programs and build the capacity of field staff in effective use of the data management tools and reporting templates
  • Generating periodic program implementing reports and assessment reports
  • Periodic tracking of program results (outputs, outcomes and impact)
  • Ensure accountability through regular data updates, data integrity and working in collaboration with the data collectors/research assistants
  • Work with program officers to collect relevant and appropriate data needed for monitoring strengths, weaknesses and gaps in programs and services and for reporting on donor commitments.
  • Incorporate field and technical team feedback to ensure the continuous improvement of data management systems
  • Ensure all grants have updated work-plan and performance management plan (PMPs) in tandem with all approved proposals, regularly reviewing and updating as needed
  • Alert respective program officers using progress reports on program performance, identified gaps and corrective actions required on operational issues and risks requiring timely actions
  • Review monthly progress reports from partners
  • Prepare monthly, quarterly and annual reports
  • Lead assessments, surveys and evaluation activities
  • Keep abreast of new approaches and tools on M&E

Qualification Requirements:

  • Bachelor’s Degree in Statistics, Economics, Demography or public health
  • Demonstrated experience in data processing and management of large scale surveys
  • Demonstrated experience of statistical packages and/ or data analysis software (e.g. SPSS, Excel, Epi Info, SMART, STAT 01)
  • Advanced computer skills (word-processing, spread sheets, and databases) are a must
  • At least 2 years’ direct experience in a position of monitoring and evaluation of large scale projects
  • Strong experience in conducting a research studies including the entire evaluation cycle, from design and formulation to implementation, analysis and presentation of results and recommendations
  • Good oral and written communication skills in English
  • Must be result focused and able to work under pressure and tight deadlines
  • Excellent interpersonal skills and ability to work well within a multi-cultural team environment
  • Strong analytical skills
  • Technical knowledge and experience in implementation of gender and social protection programs is a plus

Reporting to: SBC Officer, Essential Health Network for Rural Dwellers (EHNRD)

Overview: Essential Health Network for Rural Dwellers (EHNRD) is a non-governmental organization (NGO) committed to ensuring better health of people, sustainable environment and better community through awareness creation, equity, participation and inclusiveness. Overall Responsibility: To provide support to technical officers during activity implementations within EHNRD Programme

 

Specific Responsibilities:

  • Contribute to writing activity reports
  • Participate in activity implementations and tasks

 

Qualification Requirements:

  • Bachelor’s Degree in public health or related fields
  • Demonstrated experience in computer skills (word-processing, spread sheets, and power-point)
  • Good oral and written communication skills in English
  • Must be result focused and able to work under pressure and tight deadlines
  • Excellent interpersonal skills and ability to work well within a multi-cultural team environment
